What are the penalties for driving without a license in MA?

Tried Google & Wiki … nothing. I got my license at the hotel with my wallet (Was back in the head) … told an agent ** hole (which kept me not to have insurance … it is finished *** ing car and all the paperwork to show there was, lo and See, current insurance cards!) my name and birth date so he could see my TX license and a photo ID presented (College). He looks it up, and yet always gives me a citation for not having a license …. He looked up and saw I got one for Christ's sake! When he tows the car (saying the insurance papers map not mean squat) and leave me along the way and says: "Not my problem," if I ask how to get anywhere. Sorry for the rant … but it was therapeutic and guy was a complete dick. Should I even bother to pay (there is out-of-state)? Should I report this jack hole to his lieutenant / captain / chef?
